Santa Paula new construction at a glance
- East Area 1 leads the pipeline: For new homes in Santa Paula, CA, the City’s December 2023 Housing Element names East Area 1, sold as Harvest at Limoneira and annexed in 2013, its largest single project: 282 homes finished by June 30, 2021, over 1,200 to go.
- A higher cap since 2024: In March 2024 the City Council amended the East Area 1 Specific Plan, raising its limit from 1,500 to 2,050 homes and cutting planned commercial space to 10,000 square feet.
- Canyons wait on plans and votes: The 2040 General Plan (March 2020) pencils in 495 homes for Adams Canyon and 450 houses for Fagan Canyon, County land that first needs a City specific plan. The 81-Acre Initiative (2006, extended 2016) generally puts developments on 81 or more acres to a public vote.
Mello-Roos taxes and builder fees
The only City of Santa Paula community facilities districts on the County’s 2025-26 direct assessment roll are Harvest CFD No. 1 (Improvement Area A) and No. 2, each billed to 613 parcels. When you buy from a builder inside one, Government Code 53341.5, as of 2026, requires the builder to hand you a Notice of Special Tax and get your signature on it before you sign a purchase contract. City impact fees for parkland, water, sewer, storm drains and traffic are separate charges on the development.
The paperwork SB 800 adds
Under Civil Code 912, as of 2026, a builder’s first sale includes maintenance guidance, product warranty details and any builder limited warranty. Ask in writing about a structural, fire safety or soils concern and the builder owes you copies of relevant plans, grading plans and final soils reports within 30 days, copying at your cost. Civil Code 907 expects owners to follow those written maintenance schedules.
