Thousand Oaks new construction at a glance

  • Infill in growth areas: The General Plan steers new homes in Thousand Oaks, CA toward infill in Mixed-Use growth areas such as Thousand Oaks Boulevard, Rancho Conejo and Village Centers, at more than 20 to 30 homes per acre and with no detached houses.
  • Malls slated to change: The plan calls for redeveloping The Oaks mall and Janss Marketplace into walkable, mixed-use places with multi-family housing, and requires a specific or master plan for each.
  • Measure E’s 1996 baseline: Measure E puts any Land Use Element change raising the November 1996 General Plan’s residential maximum, 81,124 units, to a public vote. The City had about 48,169 homes in January 2021, and the October 2023 Housing Element says no amendment had needed a vote.
  • What the 2023 pipeline held: As of June 2023, the Housing Element listed 1,649 homes approved or in review, most in apartment projects; detached homes came mostly one lot at a time. Resales are on Thousand Oaks homes for sale.

Special taxes and impact fees

The City lists two Mello-Roos districts, both financing public parking, at the Marketplace (debt to 2031) and The Promenade (2028). Other agencies can levy special taxes, so read the title report and tax bill.

Projects also pay impact fees, among them water fees to Calleguas, wastewater fees to Triunfo and school fees to the Conejo Valley Unified School District, per the Housing Element.

Builder papers under SB 800

As of 2026, Civil Code 912, enacted through SB 800 in 2002, has the builder give you, with the original sale, its maintenance recommendations, product maintenance and warranty information and its own limited warranties. You initial the name and address of its agent for claims, and a notice of the claim procedures is recorded on title. Civil Code 907 obliges you to follow the written maintenance schedules, and the builder must tell you to pass the papers to the next buyer.
