New homes in Oxnard at a glance

  • Under construction: For new construction homes in Oxnard, the City’s August 2026 project list shows North Shore under construction: 183 single-family homes and 109 detached condominiums at West Fifth Street and Harbor Boulevard. So are two condominium phases in The Village (Wagon Wheel) plan: 88 units, and 144 units named Oxford Flats.
  • Approved: The list marks 56 single-family homes near Dunes and Canal streets and 33 more Village condominiums as approved. On April 15, 2025, the City approved Teal Club, up to 990 single-family and multifamily units bounded by Doris Avenue, Patterson Road, Teal Club Road and Ventura Road; annexing the unincorporated site goes through Ventura LAFCo.
  • Still proposed: Citirina, 121 for-sale townhomes on East Colonia Road, and Southampton, 70 on West Fifth Street, are listed as proposed. Resales are on Oxnard homes for sale.
  • Public report before you sign: Where a tract has five or more lots, state law requires the Real Estate Commissioner’s public report before any sale; the builder posts it at the sales office and gives you a copy before a binding contract.

Mello-Roos taxes on new homes in Oxnard

Oxnard’s Mello-Roos community facilities districts bill special taxes with regular property taxes. When a lot is in one, the builder must give you a Notice of Special Tax to sign before any purchase contract. North Shore sits in CFD No. 9 (Northshore at Mandalay Bay): its FY 2025/26 maximum services tax was $1,541.14 per developed unit, rising 2 to 5 percent a year, and it may also levy facilities and environmental services taxes, the latter for state-approved site remediation.

In RiverPark, CFD No. 5 charged single-family homes $1,345.84 to $2,805.78 in FY 2025/26, depending on type and size, with no end date. The Wagon Wheel area has CFD No. 7, formed in 2016 to finance parks, flood protection and a bridge over Oxnard Boulevard. Compare new construction in Camarillo.

Oxnard new construction questions, answered

What warranty comes with a new Oxnard home?

California’s Right to Repair Act sets the floor, as of 2026: a written fit-and-finish warranty of at least one year for items like cabinets, counters, floors and trim. Claim windows run four years after close of escrow for plumbing, sewer and electrical systems, two years for landscaping, and an outer limit of 10 years from substantial completion. Notify the builder in writing before any lawsuit.

How will my taxes change after I close?

The Ventura County Assessor reappraises a home when it changes hands and again once construction is finished, so a new home can generate one or two supplemental bills beyond the annual one, and any CFD special tax appears on the annual secured bill.
