Thousand Oaks townhomes at a glance

  • A stock that barely grew: Thousand Oaks townhomes for sale come out of the City’s single-family attached housing, which state Department of Finance figures in the Housing Element put at 5,412 units in 2021, up from 5,395 in 2010.
  • Planned-development zoning: The Housing Element’s zoning summary allows townhouses in the R-3, RPD and HPD zones with a Residential Planned Development or Hillside Development permit, and RPD permits for five or more homes go to the Planning Commission.
  • Newer ones on the boulevard: The General Plan’s Mixed-Use areas allow rowhouses and townhomes but not detached houses, and Policy LU-14.8 encourages townhouses oriented toward Thousand Oaks Boulevard. See new construction in Thousand Oaks.

Lot or condo decides the FHA path

A townhome name does not settle the legal form. On October 14, 2026, HUD’s FHA lookup carried Oakbrook Townhomes, Los Robles Townhomes (214 units) and Greenbrier Townhomes (46) as condominium projects. Only Oakbrook’s approval is current, to March 2029; Los Robles expired in 2011 and Greenbrier was rejected in 2019.

As of 2026, HUD’s handbook requires FHA approval of a condo project before it insures a unit loan there. A planned unit development unit is the land and home plus an HOA interest. A townhouse held as a site condominium, where the unit is the home and its land and you carry its insurance and upkeep apart from landscaping, needs neither project nor single-unit approval; the lender documents coverage of the entire dwelling. Second units and fire rules

As of 2026, Civil Code 4751 voids CC&Rs in a planned development that effectively bar or unreasonably restrict an ADU or junior ADU on a lot zoned single-family, though reasonable limits stand. Confirm the lot’s zoning with the City before you count on a second unit.

For additions, note that since March 1, 2025, Ventura County Fire has required a full five-foot noncombustible Zone 0 for new buildings and additions. Its 2024 to 2026 Fire Risk Reduction Community recognition covers its whole jurisdiction, all of the County except Ventura, Oxnard and Fillmore, and insurers must weigh it when setting rates.

Thousand Oaks townhome questions, answered

Can I use FHA in the Northwood community in Thousand Oaks?

Not through a project approval. HUD’s list, checked October 14, 2026, registers the Northwood Community Association on Holly Court for single-unit processing only, and shows its latest single-unit request rejected on December 6, 2022. Have your lender confirm the legal form and current status early.
