Oxnard waterfront at a glance

  • Three kinds of waterfront: These beach homes for sale in Oxnard, CA are the listings the MLS marks as waterfront: oceanfront houses, homes and condos around the harbor, and channel homes with docks.
  • Oceanfront, City or County: Inside the city, the Residential Beach Front zone in Oxnard Shores holds 93 homes, the City’s only residential beachfront area. Hollywood Beach, with its Ocean Drive shoreline, and Silver Strand are unincorporated County land.
  • Harbor land is often leased: The County owns Channel Islands Harbor, about 2,150 slips across 310 acres of land and water, and businesses run most of it under long-term ground leases. If a harbor home sits on leased land, get the term in writing.
  • Channels, docks and slips: Each waterfront home in Mandalay Bay has its own individually owned dock. Harbour Island adds 129 condominiums and public slips, and Seabridge was planned with 503.

Seawalls and docks in Mandalay Bay

About 7 miles of concrete seawall, built in the late 1960s and early 1970s, protect the 743 homes in Zone 1 of the City’s Waterway Maintenance District. City staff told the Council in 2013 that the assessments cover routine upkeep, not major repairs. The City’s 2020 study priced a 25-year repair program at about $166.8 million; the Zone 1 levy for fiscal 2024/25 was $444,257.68. The walls show erosion, cracking and rust staining, and repairs come one section at a time. Many owners’ decks cantilever over the wall, which limits repair methods, so ask about the wall behind the house. The Coastal Commission, not the City, permits seawall and dock work along the harbor waterways.

Oxnard beach home questions, answered

Which flood document should I ask for?

An elevation certificate. FEMA calls it optional, but one showing the first-floor height may lower the flood premium; ask the seller for a copy or hire a licensed surveyor. In a high-risk zone a federally backed mortgage requires flood insurance (FEMA, as of 2026), and inside the city a substantially damaged house must be elevated when repaired.

Can an oceanfront owner add a seawall?

Do not count on it. Approving a Capri Way rebuild in 2019, the Coastal Commission ruled out any shoreline protective device for that home and required removal if hazards threaten it. On the County beaches, sand beside homes may be moved only under a coastal permit, to prevent wind-blown sand damage.

Do waterfront parcels pay extra assessments?

Many do. Mandalay Bay parcels pay the waterway district levy, with Harbour Island as its Zone 2, and Seabridge sits in CFD No. 3, a Mello-Roos district whose bonds run to 2035. Read the tax bill, then compare all Oxnard homes for sale.
