Rancho Santa Paula at a glance
- What the name covers: Rancho Santa Paula homes for sale here come from an outline of about 20 acres southwest of downtown. The park has 149 spaces, per the City’s Mobile Home Rent Stabilization page (October 2026), and OpenStreetMap maps the same ground as a trailer park.
- City land, City rent law: The Census geocoder places it inside city limits. The park lies in the City’s Mobile Home Park Zone, under Municipal Code Chapter 152 unless an exemption applies.
- Licensed by the state: California parks must hold an active HCD operating permit to collect rent; HCD’s park operation page links a Find Your Park ID search.
The clock on a fair-return rent request
The current code (Chapter 152, amended through April 2026) sets deadlines for a park owner’s fair-return increase application. The rent administrator has 30 days to find it complete; affected residents then get mailed notice and 30 days to send written, documentary or photographic responses. The Rent Review Commission must hold a public hearing within 75 days and decide in writing, with findings, within 90 days (152.09). The City’s page also lists proposed amendments and an August 25, 2026 Council special meeting, so ask which text applies.
Where the flood and fire lines fall
FEMA’s map puts almost all of the outline in shaded Zone X, a 0.2 percent yearly flood chance, with a sliver of Zone AE, the 1 percent annual chance floodplain, at the east edge. In high-risk zones such as AE, FEMA makes flood coverage a condition of a federally backed mortgage. For fire, most of the outline is non-wildland, with Moderate along the south edge and High at its southern tip. Check the exact space on both maps.
Rancho Santa Paula questions, answered
Do I buy the land with the home?
Usually not. The City notes that mobile home residents generally own their homes but rent the space beneath them, so a sale transfers the home and you sign a rental agreement covering the space.
Can a sale force an older home out of the park?
Only in narrow cases. Civil Code 798.73, as of 2026, lets the park insist on removal at a sale only as part of upgrading the park, for example where the home is significantly rundown or in disrepair, or is past the statute’s age limits and an inspecting enforcement agency finds it below state health and safety standards. Notice naming the problem must come first.
