Santa Paula multi-family at a glance

  • Three zones allow it: For a duplex for sale in Santa Paula, CA, check the City zone. As of 2026, the code permits duplexes and multi-family buildings in R-2, R-3 and R-4 and prohibits them in R-1, R-A and the hillside and mobile home park zones.
  • Lot area per unit: On lots of at least 6,000 square feet, R-2 allows up to 15 units an acre with 3,000 square feet of lot per unit, R-3 up to 21 with 2,000, and R-4 up to 29 with 1,500. R-2 height tops out at 35 feet, R-3 and R-4 at 45.
  • SB 9 lot splits: The City’s Housing Element points to SB 9 lot splits in single-family neighborhoods. Under state law as of 2026, the applicant must intend to occupy one unit as a principal residence for three years, and a split cannot demolish or alter housing a tenant occupied in the last three years.
  • 2026 loan limits: FHFA’s 2026 conforming limits for Ventura County: $1,325,000 on a two-unit property, $1,601,600 on a three-unit and $1,990,450 on a four-unit.

Tenants, rent and moving in

As of 2026, AB 1482 caps rent increases over any 12 months at 5 percent plus inflation, or 10 percent, whichever is lower. Housing with a certificate of occupancy from the last 15 years falls outside it, as does a duplex if the owner has stayed in one side since the tenancy began. After 12 months, covered tenancies end only for just cause. Under City Chapter 92, as of 2026, when tenants must leave after a City enforcement action over substandard conditions, or a City or court vacate order, the owner owes relocation assistance, and if they return after repairs, their prior rent cannot rise for 12 months, with limited exceptions.

As of 2026, FHA can insure a two- to four-unit purchase when at least one borrower occupies it within 60 days and intends to stay a year, and the lender may count rent from the units. Three- and four-unit buildings also face HUD’s self-sufficiency test. See home loans in Ventura County.

Santa Paula multi-family questions, answered

Is a lot with two houses a legal duplex?

In R-2 it can be, since the zone allows two detached homes on one lot as well as duplexes. R-1 bars duplexes, so check the permits.

Can a seller turn the units into condos?

Only with a Conditional Use Permit, and generally only while the citywide rental vacancy rate is at least 2.45 percent; tenants get notice and the first right to buy. Compare Santa Paula condos and every Santa Paula listing, or have a local real estate agent in Santa Paula pull the zoning.
