The City’s coastal background report says that plan designates the dunes at the park’s east end as environmentally sensitive habitat for Western Snowy Plover and Least Tern nesting, with access limited to scientific and educational uses from April 1 through August 30. Before planning exterior work, ask the City whether the address needs a permit and check the CC&Rs for association approval.

Request the association’s latest annual budget report early. Civil Code 5570 attaches a one-page reserve summary to it: the current regular assessment, any added assessments already approved, whether projected reserves cover major repairs over the next three decades, and the percent funded. The insurance summary in the same report must say, in bold type, that the association’s policies may not reach your unit’s improvements or personal property and that an owner can be charged part of a deductible.
