RiverPark at a glance
- A specific plan on old mine land: RiverPark Oxnard homes for sale sit in the City’s RiverPark Specific Plan, approved in 2002 for a 702-acre site north of the 101 between Vineyard Avenue and the Santa Clara River, where the plan called for turning old mine pits into water storage and recharge basins.
- More attached homes than houses: The 2025/26 special tax roll lists 976 attached and 628 detached single-family parcels, plus affordable and high-density parcels.
- A Mello-Roos tax with no end date: Parcels in Community Facilities District No. 5, formed in 2005 as a condition of the plan, pay a special tax in perpetuity for parks, landscaping, police, fire and flood services. For 2025/26, attached homes pay $1,345.84 to $2,280.94 and detached homes $1,972.80 to $2,805.78, by floor area.
- Shopping by the freeway: The Collection at RiverPark, a 750,000-square-foot retail center beside Highway 101, is anchored by tenants such as Target, Whole Foods and REI. Its address is in ZIP code 93036.
HOA and levee checks
The RiverPark master association maintains most parkway landscaping, mailboxes, trellises and alley lighting in neighborhoods such as Westerly, The Avenue and Waypoint; the City maintains parks, medians and parkway trees. Ask for the association’s budget, reserve study and CC&Rs. For attached homes, see Oxnard townhomes for sale.
The County’s SCR-1 levee runs past RiverPark along the river. In 2009 FEMA found it did not fully meet federal certification standards, and a map revision could put land behind it in a high-risk flood zone, where a federally backed mortgage requires flood insurance (FEMA, as of 2026). As of October 2024 the County was working with the Army Corps of Engineers on levee rehabilitation, so check the current FEMA map for each home.
RiverPark questions, answered
Can the RiverPark special tax go up?
Yes, within limits. The maximum rate rises each year with the Consumer Price Index, by 2 to 5 percent, and the City applied about 60 percent of the maximum for 2025/26. In November 2024, voters rejected Measure K, which would have halved the maximum. On a resale, Civil Code 1102.6b requires the seller to try in good faith to deliver the special tax notice.
Is more construction coming to RiverPark?
Yes. A 2022 amendment allows up to 1,025 more homes in exchange for less commercial space. The 333-unit Fore Apartments were under construction in 2024, and the 280-unit Pointe was approved that December.
