Ventura mobile homes at a glance
- Twelve rent-stabilized parks: Many mobile homes for sale in Ventura sit in the 12 privately owned parks under the City’s rent ordinance, about 1,850 spaces, where you own the home and rent the ground. They include Ventura Marina, Lemon Wood and The Patrician.
- Some Ventura addresses are County land: Magnolia, Las Encinas and Arroyo on North Ventura Avenue, and Casitas on Nye Road, are on the County’s list of unincorporated parks, so the County’s rent ordinance applies there.
- Not every park is covered: The City ordinance excludes parks built after June 1, 1981 and developments that sell lots. Rancho Ventura is not on the City’s list, so ask how its land is held.
- Senior overlay zoning: A 2015 Seniors Mobile Home Park overlay covers eight of the City’s 16 parks; read each park’s written age rule.
How space rent works in City parks
Under City Code Chapter 6.600, a covered park may raise rent once a year. The automatic option tracks the Los Angeles area Consumer Price Index, capped at 5 percent of base rent; larger requests go through City review. Capital improvement charges sit on top only while the improvement is amortized. The City posts the maximum rent for every space, and a park charging less can raise rent to that maximum with 90 days’ notice. Only agreements of 12 months or less are covered; a longer lease can set any rent, and the park cannot turn you down for declining one.
Paperwork to expect
In a City-covered park, within three business days of accepting your offer, the seller or listing agent must give you the City’s disclosure showing the space’s current rent and its maximum authorized rent. Ask whether the home is titled with California HCD, which handles title transfers for manufactured homes and supplies tax clearances for escrow.
Ventura mobile home questions, answered
Does space rent go up when I buy a home in a Ventura park?
Not in City-covered parks on agreements of 12 months or less: the City’s guidance is that the buyer’s starting rent equals the seller’s ending rent. In County parks, a sale between private owners lets the park raise that space’s rent by 15 percent of the park’s average space rent or $72, whichever is less.
Can I get a mortgage on a manufactured home in a Ventura park?
As of 2026, Fannie Mae generally needs both the home and the land to be real property, so a home on a rented space usually calls for another route, such as HUD’s Title I program, which insures home-only loans when the lot lease has an initial term of three years.
