Ventura 55+ homes at a glance

  • Check the rule, not just the label: The MLS flags these 55 plus homes for sale in Ventura, CA as senior community listings; confirm the age rule itself in the CC&Rs or park rules.
  • A City senior overlay: The City’s 2021 housing plan places eight of its 16 mobile home parks in a senior overlay adopted in 2015, where at least 80 percent of spaces must house someone 55 or older.
  • A County senior park with a Ventura address: Arroyo Mobile Home Park, 9097 North Ventura Avenue, on unincorporated County land, is marked on the County’s map of its Senior Mobilehome Park Overlay Zone, approved in 2019.
  • The paperwork must say so: Both overlays require a park’s signs, rules and leases to identify it as a senior park.

Federal and California age rules

As of 2026, federal law (42 U.S.C. 3607) recognizes housing occupied only by people 62 or older, and housing where at least 80 percent of occupied units have a resident 55 or older, with published policies and age verification under HUD rules.

California Civil Code 51.3, also as of 2026, covers condos, planned developments and co-ops: the age is 55 only in senior developments of 35 or more units, otherwise 62. The CC&Rs must state the limits, can require no more than one senior resident per home and must allow guests under 55 at least 60 days a year. Section 51.3 excludes mobile homes; in a park, Civil Code 798.76 lets management hold a buyer to an age rule that meets federal law. Compare Ventura mobile homes for sale.

Ventura 55+ questions, answered

How do Ventura senior parks verify ages?

City overlay parks must update age records at least every two years, through surveys or affidavits, and certify compliance yearly. In County overlay parks, residents must provide age documents within 30 days of a request; a driver’s license with a birth date counts.

Can a Ventura senior park open up to all ages later?

Not under the City overlay, which bars conversion and limits new rentals to occupants who meet the age rule. The County ordinance, citing the federal Housing for Older Persons Act of 1995, also aims to stop all-ages conversions.

Can I bring my current property tax base to a Ventura 55+ home?

Possibly. As of 2026, Proposition 19 lets an owner 55 or older carry a principal residence’s taxable value to a replacement anywhere in California, up to three times; value above the allowed margin is added. File form BOE-19-B within three years of buying or building. See Prop 19 and senior moves in Ventura County or browse Ventura homes for sale.
