Refilling the pool and who supplies the water

Oxnard’s water waste ordinance bans filling or refilling a swimming pool except for the first fill, small top-offs to hold the water level, or health and safety reasons. It binds everyone on City water, inside or outside city limits, at every shortage stage; the City’s April 2023 update put it at Stage 1. Not every Oxnard address is on City water: the Channel Islands Beach Community Services District serves Silver Strand, and a dozen public water systems, mostly mutual water companies, serve the El Rio/Del Norte area.
