Oxnard multi-family at a glance

  • A small share of homes: A duplex for sale in Oxnard is a small slice of supply: the city counted 3,842 homes in two- to four-unit buildings in 2020, 7 percent of its housing. Compare Oxnard homes for sale and Camarillo multi-family listings.
  • Zoning sets the unit count: Oxnard requires 3,500 square feet of lot per unit in the R-2 multi-family zone, 2,400 in R-3 and 1,500 in R-4, and new multiple-family buildings need Development Design Review.
  • ADUs instead of SB 9: Oxnard applies SB 9 only to R-1 single-family lots, not R-2, R-3 or R-4. A multifamily lot can instead add ADUs in non-livable space (up to 25 percent of existing units) and up to eight detached ADUs, capped at its unit count, but no JADUs.
  • Loan limits: As of 2026, Ventura County’s conforming loan limit is $1,325,000 for two units, $1,601,600 for three and $1,990,450 for four.

Oxnard’s rent cap and just-cause rules

Oxnard adds its own tenant rules to state law (City Code Chapter 27, effective June 2, 2022, sunsetting December 31, 2030). Units first certified for occupancy on or before February 1, 1995 get one increase per 12 months, capped at 4 percent. Newer buildings may instead face the state cap of 5 percent plus inflation, up to 10 percent, unless under 15 years old or otherwise exempt.

After a tenant’s first 30 days, ending a tenancy requires just cause, and a no-fault notice owes the greater of two months’ rent or $5,000 within 15 calendar days. An owner-occupied duplex can be exempt from both rules if the owner lived there when the tenancy began and still does. Rentals generally must be registered with the City yearly.

Oxnard multi-family questions, answered

Can I move into a tenant-occupied unit?

You, or your spouse, domestic partner, child, grandchild, parent or grandparent, must intend to live there at least 24 months, moving in within 90 days, and you file the City’s affidavit within five business days of serving notice, with a copy to the tenant. A lease signed after the ordinance took effect must allow it, or the tenant must agree in writing. Relocation pay still applies.

Will FHA finance an Oxnard duplex, triplex or fourplex?

Only as your home. As of 2026, HUD Handbook 4000.1 allows up to four units if a borrower moves in within 60 days and plans to stay a year. On three or four units (a duplex with an ADU counts as three), the appraiser’s rent for every unit, minus at least 25 percent for vacancy and maintenance, must equal or exceed the full payment, with three months of payments in reserve.
