Thousand Oaks at a glance
- Mostly detached houses: Thousand Oaks homes for sale are mostly detached: of the 48,169 homes the state counted in the City in 2021, 32,526 were detached houses, per the City’s Housing Element.
- Built mostly from 1960 to 1989: A third of the City’s occupied homes date to the 1970s and about 77 percent to before 1990, so check roofs, plumbing and permit history closely.
- Ringed by open space: Open space covers 47 percent of the City’s 56 square miles. The Conejo Open Space Conservation Agency owns about two-thirds of the roughly 15,215 acres of open space in the City’s planning area and maintains over 150 miles of trails.
- Fire zones beyond the core: The General Plan’s map puts a majority of the City in CAL FIRE’s Very High Fire Hazard Severity Zone, outside the denser core. Local zones were remapped effective July 1, 2025, so check each parcel on the current map.
Thousand Oaks areas and housing types
The City takes in Newbury Park and the Westlake area, where Westlake Lake straddles the line with the City of Westlake Village in Los Angeles County. The MLS lists both areas separately: see Newbury Park homes for sale and Westlake Village homes for sale.
Neighborhood searches cover Conejo Oaks, Rancho Conejo, Sunset Hills, Wildwood and Summit at Lang Ranch, plus ZIP codes 91360 and 91362. The General Plan names the City’s Eichler homes among the notable styles whose architectural integrity it aims to keep. Check jurisdiction too: Lynn Ranch is one of four unincorporated County islands surrounded by the City, with Casa Conejo, Ventu Park and Rolling Oaks, and Lake Sherwood sits just outside the City’s sphere of influence.
Apartments, townhomes and condominiums, the City’s higher-density housing, use only about 2 percent of its land, generally next to the commercial areas along Thousand Oaks Boulevard, Moorpark Road and Hillcrest Drive. Search condos, townhomes or multi-family properties. All eight mobile home parks sit near US-101: see mobile homes for sale. For one-level living there are single-story homes, and age-restricted options are under 55+ communities. Searches also cover homes with a pool, horse property and gated communities. Also see luxury homes and open houses.
Growth limits and second units
Under Measure E, approved by voters in 1996, raising the General Plan’s cap on residential units takes a public vote, and the SOAR initiative’s urban boundary, renewed by voters in 2016, bars most urban development outside the City’s sphere of influence through 2050 without voter approval. The General Plan 2045, adopted December 5, 2023, also discourages new housing on undeveloped land in Very High fire zones. See new construction.
The City permits ADUs and junior ADUs on residential lots, but it does not allow an ADU to be sold apart from the house. If a listing mentions a second unit, check its permit history on the City’s TO24 portal before you remove contingencies.
Fire history, brush clearance and insurance
On November 8, 2018, the Hill Fire started in Hill Canyon about a mile west of the City, and the Woolsey Fire broke out 21 minutes later. The General Plan says Woolsey damaged and destroyed dozens of properties in the City.
The Ventura County Fire Department mails a Notice to Abate Fire Hazard to parcels in its brush program every April 20. Its Ordinance 34, in force since January 1, 2026, makes the seller of a parcel rated High or Very High document defensible-space compliance for the buyer.
Get insurance quotes early. The state Department of Insurance says insurers price and choose where to write using their own wildfire risk models, not CAL FIRE’s maps; its Safer from Wildfires rules make rates recognize defensible space and upgraded roofs. A Thousand Oaks real estate agent can pull a parcel’s fire zone and disclosures early; review Thousand Oaks home loan options before you offer.
Thousand Oaks questions, answered
Do City of Thousand Oaks rules apply in Newbury Park?
Yes, on City parcels: the Housing Element names Newbury Park among the City’s own neighborhoods. The City also surrounds four unincorporated County islands, so confirm a parcel’s jurisdiction.
How short can an ADU lease be in Thousand Oaks?
Thirty days. The City says ADUs and junior ADUs may be rented only for terms of at least 30 days, as state law requires. An ADU and the main house may go to different tenants, but a property with a junior ADU must be owner-occupied.
Are mobile home space rents regulated in Thousand Oaks?
Yes. The City regulates pad rents through its Mobile Home Rent Stabilization Ordinance, Municipal Code Title 5, Chapter 25. A 2008 measure also requires a public vote to change a park’s land use unless tenants receive certain payments, and an owner closing a park must pay displaced tenants reasonable relocation costs.
