Start with the association. Then check the building on FEMA’s flood map: a 2017 City presentation on FEMA’s coastal maps lists Mandalay Beach Road, the hotel’s street, in its flooding history, and in a high-risk zone a federally backed mortgage requires flood insurance (as of 2026). On the City’s tsunami evacuation map, everything between Harbor Boulevard and the ocean falls in the flooding zone, and routes lead east.

Are short-term rentals allowed at The Colony?

No. Oxnard’s short-term rental rules, in effect since December 2020, make the 440 units of The Colony at Mandalay Beach ineligible for a permit, after the City found short-term rentals inappropriate there for site-specific reasons. Any stay under 30 days counts. For longer leases, read the CC&Rs: state law lets an association ban rentals of 30 days or less but not cap rentals below 25 percent of units.

Is The Colony FHA-approved?

As of October 2026, HUD lists The Colony at Mandalay Beach as an approved project covering all 440 units, with approval running to June 25, 2027. Approvals lapse, so have your lender confirm it, or compare other Oxnard condos for sale.
