Oxnard Shores at a glance

  • Inside the City of Oxnard: Homes for sale in Oxnard Shores, CA sit in one of four residential neighborhoods in the City of Oxnard’s coastal zone, so the City, not the County, issues coastal permits under its Local Coastal Program.
  • A small beachfront zone: The Coastal Commission counted 93 beachfront homes in the Residential Beach Front (R-BF) zone here and called it the City’s only residential beachfront area. Capri Way is one of the beachfront streets.
  • A fixed line at the sand: A 1988 settlement reconfigured most vacant beachfront lots, fixed a permanent boundary between private parcels and public tidelands and required public accessways. Lots outside it can reach farther toward the water, so read the survey.
  • Park and a mobile home park: ‘olołkoy Beach Park, formerly Oxnard Beach Park, sits between Oxnard Shores and the Zachari Dunes on Mandalay Beach. Oxnard Shores Mobile Home Park, on West Fifth Street, is a separate community; see mobile homes for sale in Oxnard.

Storms, permits and flood insurance

This beach swings widely. The Coastal Commission notes that El Niño storms in the late 1970s and early 1980s sent waves onto Capri Way, and a 2017 City presentation on FEMA’s coastal maps lists Mandalay Beach Road in its flooding history. City approvals can be appealed to the Commission, as a Capri Way rebuild was; its 2019 approval barred any future seawall and required removal if the home is threatened. Zone VE parcels face stricter building rules, and FEMA requires flood insurance on a federally backed mortgage in any high-risk zone (as of 2026).

Oxnard Shores questions, answered

Can I run a vacation rental in Oxnard Shores?

Only with a City permit, and the caps are tight. Under Oxnard City Code Sec. 17-53, as the Coastal Commission certified it in 2020, vacation rentals are capped at 5 percent of each neighborhood’s homes and 10 percent in the R-BF zone, must sit 100 feet apart in R-BF (200 feet elsewhere), need a three-night minimum and may rent no more than 100 days a year. Permits expire at sale, a waiting list applies once a cap is reached, and mobile homes in parks are not eligible.

Is Oxnard Shores in a tsunami zone?

Yes. The City of Oxnard’s tsunami evacuation map shades the coastal strip west of Harbor Boulevard, including Oxnard Shores, as a flooding zone and sends evacuation routes inland on 5th Street and Wooley Road.

How does it compare with the County beach areas?

Hollywood Beach homes for sale follow County permit and rental rules, not the City’s. Widen the search to all Oxnard homes for sale, or weigh the trade-offs alongside an Oxnard real estate agent.
