Simi Valley horse property at a glance

  • Overlay zones decide it: Listings here carry the MLS Horse Allowed flag, but the flag is not a permit. As of 2026, horse property for sale in Simi Valley city limits needs an A, L or H overlay on the zoning map, or a conditional use permit on a parcel of 20,000 square feet or larger.
  • Counting animal units: A horse, mule or donkey counts as one animal unit, a pony or miniature horse as half. Overlay parcels allow 10,000 net square feet for each of the first two units and 7,000 per unit after; a 20,000-square-foot L-overlay lot may keep three horses instead.
  • Corrals and distance: Each horse needs a 500-square-foot corral or larger. Animal buildings go behind the residence, and paddocks and pens keep 50 feet from any neighboring dwelling.
  • Public arenas and trails: The Rancho Simi Recreation and Park District runs the 8.55-acre Arroyo Simi Equestrian Center, with a 330-by-150-foot oval arena, and an arena at Coyote Hills Park on a trail about a third of a mile long.

Boarding, manure and County parcels

Boarding horses in an overlay takes a Home Occupation Permit within the lot’s unit limit; beyond it, add a conditional use permit. A commercial boarding or riding stable needs three acres or more and direct access to the City’s equestrian trail system. Pastures must stay free of built-up manure.

Outside City limits, as in Santa Susana Knolls, County zoning governs. As of 2026, one equine taller than 58 inches at the withers equals one County animal unit, and a full-size horse on a Rural Exclusive lot of 10,000 to 20,000 square feet takes a County waiver, which allows up to two equine units. Under County Ordinance 4450, manure must be stockpiled where natural forces do not move it into the County’s storm drains or receiving waters.

Simi Valley horse property questions, answered

Are ranch-size horse lots part of any City plan?

Lost Canyons, approved in August 2026, keeps Residential Estate zoning for up to 16 lots of at least 20 acres, which the City’s January 2026 draft plan puts in a Horse overlay. They are planned, not built. For ranches for sale in Simi Valley today, browse Bridle Path homes and Simi Valley luxury homes.

What if a lot has horses but no overlay?

Then they rest on a conditional use permit, which, as of 2026, lapses if the site is redeveloped at a higher density or for a nonresidential use, or if animal keeping stops for more than 12 months. Request the permit from the seller, have a Simi Valley real estate agent check the zoning map, or compare every Simi Valley listing.
