Thousand Oaks mobile homes at a glance
- Eight parks, their own land use: Mobile homes for sale in Thousand Oaks, CA include homes in the City’s eight mobile home parks, which have had a General Plan land use category reserved for mobile home parks since August 2008.
- City rules, not County rules: Covered parks follow the City’s Municipal Code Chapter 25. None of the eight is on the County’s 2022 list of unincorporated rent-controlled parks.
- Mostly owner-occupied: Census estimates in the Housing Element count 919 of the City’s 1,098 occupied mobile homes as owner-occupied.
- Homes on their own land: Chapter 25 skips homes outside parks, and per the 2023 Housing Element the City reviews a Thousand Oaks manufactured home like a conventional house. See all Thousand Oaks homes for sale.
How Chapter 25 sets space rent
Covered parks rent the space beneath a home you own. After 12 months without an increase, the park may add the maximum base rent times an index that Chapter 25, as amended in 2021, sets at 100 percent of the Consumer Price Index, as the City’s mobile home page also states. Capital improvement charges are approved separately and end with their amortization. Spaces newly built and first offered for rent after January 1, 1990, leases exempt under state law and resident-owned cooperatives are exempt.
What to ask the park
Ask for the space’s maximum adjusted rent: a park that charges a prospective resident more, or adds a fee or surcharge, must explain why in writing.
As of 2026, state law lets the park screen a buyer whose home stays, but not demand papers beyond its stated list or your tax returns, and silence for 15 business days after a complete file counts as approval. California HCD keeps the title records escrow works from. A home first bought new on or after July 1, 1980 pays local property tax, assessed without the space; an older one may pay the yearly license fee instead, and a switch to property tax is permanent. Thousand Oaks mobile home questions, answered
Can the park raise space rent when a Thousand Oaks mobile home sells?
Within Chapter 25’s limits. If the home stays, the maximum adjusted rent may rise 10 percent; if the new resident replaces it or fills an empty space, any rent may be set. A sale to the seller’s parent, grandparent, child, sibling, stepparent, stepchild or stepsibling allows no increase.
Who inspects the parks?
California HCD inspects common areas, each lot and the outside of each home, with written notice to each resident at least 30 days ahead. Ask about open notices, or have a Thousand Oaks real estate agent ask for them.
