Fire zones, the master policy and your own policy
The General Plan maps Very High Fire Hazard Severity Zones across much of Thousand Oaks, so read the association’s insurance summary first. As of 2026, Civil Code 5300 requires the annual budget report to list the property, liability, earthquake, flood and fidelity policies, each with its insurer, limit and deductible, and to warn that those policies may not cover your belongings, your upgrades or your share of a deductible. Your own unit-owner policy has to fill that gap. Under Civil Code 5810, the association must tell owners when a policy lapses without replacement, or when coverage shrinks or the deductible rises.
If the association’s carrier has left, ask whether the buildings are now on the California FAIR Plan. In March 2025 the Insurance Commissioner approved raising FAIR Plan commercial limits to $20 million per building, up to $100 million per location, partly to help homeowners associations. Also ask who clears brush on common slopes. Compare Thousand Oaks townhomes and 55+ communities.
Thousand Oaks condo questions, answered
What if my Thousand Oaks complex is not on HUD’s approved list?
As of 2026, HUD can still approve one unit at a time in a project without FHA approval when the project is complete and ready for occupancy, has five or more units, is not a manufactured home and meets a subset of HUD’s project tests. Which report covers a condo’s raised decks and stairways?
The elevated-element inspection. Civil Code 5551, as of 2026, requires the board to hire a licensed structural or civil engineer or architect at least every nine years to inspect a random sample of the wood-supported balconies, decks, stairways and walkways it maintains that sit more than six feet up, in buildings with at least three attached units. Civil Code 4525 then has the seller hand you the latest report. Ask a Thousand Oaks real estate agent for it early.
