Simi Valley mobile homes at a glance
- Mediation, not a rent ordinance: The Municipal Code (as of 2026, Supp. 52) has no mobile home rent control chapter. Instead, since 1983 the City has offered a voluntary Mobile Home Rent Mediation Board for rent disputes in five parks, and the state’s Mobilehome Residency Law applies alongside it.
- A small share of the housing: Mobile homes for sale in Simi Valley come from a small part of the stock: the Housing Element’s 2020 table of state estimates puts mobile homes and other units at 1.8 percent.
- Listings by park: One park’s manufactured homes have a page of their own: Friendly Village listings.
How the mediation board works
As of 2026, state law requires a park to give written notice of a rent increase at least 90 days ahead. In a park under the board’s jurisdiction, at least 25 percent of affected residents must petition within 30 calendar days of that notice. Within four days after mediation the board decides what the appropriate rent should be, but it cannot order a park to restore services it has cut. Ask the seller whether the space sits in one of the board’s five parks.
Buying a home that stays in its space
As of 2026, the Mobilehome Residency Law lets the park approve the buyer. Once the seller reports the sale, management has 15 days to put in writing its approval standards, including the minimum credit score it requires, and every document it will ask for. Escrow must include a signed rental agreement, or a statement that you and the park agreed to its terms.
Title to the home is recorded with California HCD, which issues the tax clearances escrow needs. Homes first sold new before July 1, 1980 can stay on the annual vehicle license fee; later ones pay property tax, assessed without the value of the space. Who handles problems inside a park?
The City notes that California HCD largely regulates parks; HCD’s Mobile Home Assistance Center takes complaints on park health and safety, sales and titling.
