• Flats on one level: The City approved 12 four-story buildings on 6.51 acres: 36 two-bedroom and 108 three-bedroom homes. The builder’s Plan 1A is a two-bedroom, two-bath flat of 1,789 square feet, or 1,804 with an optional third bedroom, reached by elevator, with two assigned spaces in an enclosed garage.

Read the public report first

For a subdivision sale, the builder must hand you the Real Estate Commissioner’s public report before you are obligated to buy. For a condominium it sets out the CC&Rs and the costs and assessments that fund the association and common areas. Weigh those dues against the shared amenities the brochure lists across Wagon Wheel, such as two dog parks, pickleball courts and tot lots.

Flood protection is tied to the plan’s build-out: a 2016 City presentation on the Village’s condominium map said levee improvements must be designed and built by the plan’s 544th market-rate home. Ask the builder where that work stands, and pull the FEMA flood map for the building.

What if something fails after I move in?

State law sets the timelines, as of 2026. Expect a written builder warranty of at least a year on fit-and-finish items such as cabinets, mirrors and paint. Plumbing, sewer and electrical claims may be made up to four years after escrow closes, and nothing can be filed more than 10 years after substantial completion. Under the Right to Repair Act, a written claim to the builder comes before any lawsuit.

How does Oxford Flats compare with other Village phases?

The City lists Mayfair, 88 condominiums in six three-story buildings, as also under construction, and Park Place II, 33 condominiums in townhouse-style three-story buildings with private two-car garages, as approved.
