Moorpark at a glance

  • A City inside a bigger ZIP: Moorpark CA homes for sale can sit on County land. The City limits hold about 12.3 square miles; about 35 of the 48 land square miles in the 93021 ZIP Code area (Census 2020) lie outside any city.
  • Built mostly since 1980: 2020-2024 Census estimates count about 11,560 housing units in the City: about three in four are detached houses, and about four in five date from 1980 or later.
  • Water from a County district: Ventura County Waterworks District No. 1 serves the City and adjoining County land to the north and west; per the County, it normally imports about 80 percent of its water.
  • A voter-held growth line: Per a February 2026 City staff report, the City cannot approve annexations or other discretionary entitlements beyond its voter-set Urban Restriction Boundary (CURB) unless Moorpark voters first expand it.

From High Street to the hills

Moorpark’s Housing Element, adopted February 15, 2023, sorts the City into neighborhood areas. At the center, the Los Angeles Avenue corridor takes in the High Street core, small-lot houses near Charles Street and condominium complexes. In the northwest, Championship pairs hilltop homes with a golf course; Gabbert has larger ranch lots with equestrian uses (horse property). South of the Arroyo Simi, Mountain Meadows, Peach Hill and the Carlsberg Specific Plan area are master-planned detached neighborhoods, some newer Peach Hill and Carlsberg tracts with controlled gated access (gated communities).

Above the railroad, Specific Plan Two, Moorpark Highlands, allows up to 450 single-family lots and up to 102 multi-family units along Spring Road. Specific Plan One, Hitch Ranch, is approved for 755 units north of Poindexter Avenue, 372 of them single-family; see new construction. Meridian Hills has a search of its own.

The Housing Element counts five townhome and six condominium developments, about 1,500 units, near Moorpark College, along Los Angeles Avenue and in larger developments: browse condos or townhouses. Or sort houses for sale in Moorpark by single-story homes, homes with a pool, luxury homes, 55-plus homes, multi-family properties, mobile homes and open houses.

Who sets the rules on a parcel

Inside City limits, the City’s free CommunityView service shows a property’s designation under General Plan 2050, adopted May 3, 2023. Unincorporated parcels fall to the County Planning Division, whose What’s My Zoning tool takes an Assessor Parcel Number.

As of 2026, a City ADU needs a zoning clearance, a ministerial permit granted without a hearing, and must meet state ADU law. On unincorporated land, a County Zoning Clearance can allow an ADU of up to 1,800 square feet, scaled to lot size, and free pre-approved plans are offered.

Inside the City, Municipal Code Chapter 5.52, Mobilehome Park Rent Stabilization, as of 2026 bars space rent increases made outside its terms, with the City Council as rent review board. It exempts some spaces, such as spaces leased for longer than month-to-month. The County’s ordinance covers only unincorporated parks.

Fire and flood maps

CAL FIRE’s 2025 local-area fire hazard map places much of the City in Very High, with pockets of High, Moderate and non-wildland; check the parcel. State law (Civil Code 1102.19, as of 2026) has the seller of a home in a High or Very High zone document its defensible-space compliance for the buyer. The Department of Insurance says carriers price with wildfire risk models, not these zones.

FEMA’s flood layer marks the Arroyo Simi and, to the west, the Arroyo Las Posas as Zone AE floodway. October 2026 samples elsewhere varied: High Street mapped moderate-hazard Zone X, a Gabbert Road point Zone A, most others minimal-hazard Zone X. FEMA requires flood insurance for a government-backed mortgage in a high-risk zone. A real estate agent in Moorpark can check both maps for a home you tour.

Moorpark questions, answered

Does Ventura County Fire’s sale inspection apply inside Moorpark city limits?

Yes, for a parcel in a High or Very High zone. As of 2026, Ventura County Fire lists Moorpark and all unincorporated County land among its service areas, and its Ordinance 34 has required the documentation at sale since January 1, 2026. It recommends a two-week lead time.

Is Moorpark rewriting its zoning code?

A draft is in progress, not yet law. As of October 2026, the City’s Title 17 update, meant partly to match current State law, was heading to public hearings. Until adoption the current code applies; ask the City how each version treats a parcel.

What if a home outside City limits uses a well or septic system?

Ask the seller for details in writing. On unincorporated land, the County Groundwater Section issues well permits, and County Environmental Health is the septic authority, though it does not inspect septic systems for a sale.
