Fillmore townhomes at a glance
- A thin slice of the housing: Expect few townhomes for sale in Fillmore, CA at any one time. Census Bureau estimates for 2020-2024 put about 300 single-family attached homes in the City, under 6 percent of its housing, against about 11 percent across Ventura County.
- Zones built for attached homes: As of 2026, City code names townhomes among the attached homes intended for its RPD Medium, Medium/High and High zones and its Housing Overlay. Attached condominiums need a Development Permit in those RPD zones and are permitted outright in the overlay. The code also allows detached condominiums in some zones, so “condo” describes ownership, not the building’s shape.
- Patio space set by code: As of 2026, City code sets a minimum of 450 square feet of private outdoor living space for each ground-floor unit in RPD Medium, 250 in Medium/High and 200 in the High zone; upper-floor units need less.
Condo or planned development: read the title
A townhouse is a building style, not a form of ownership. As of 2026, HUD Handbook 4000.1 describes a PUD home as the land and the house held in fee, plus a required membership in the homeowners association. A townhouse can also sit in a condominium project, and an FHA-insured loan on a condo unit needs the project approved first, unless it qualifies as a site condominium: a unit made up of the home and its land, with insurance and upkeep, landscaping aside, left to the owner. The preliminary title report and the recorded plan show which you are buying; see Fillmore condos for the HUD list.
Fillmore townhome questions, answered
Can the HOA block a new patio cover or window change?
When the governing documents require approval, state law (Civil Code 4765) holds the association, as of 2026, to a fair, quick procedure written into those documents, with a stated deadline for answering and a good-faith decision in writing. A denial must give reasons and spell out the reconsideration process, which takes place before the board in an open meeting. Ask for the architectural guidelines with the resale packet.
Which papers spell out the HOA rules and costs?
