Specific plans, parks and rural land
The Heritage Valley Parks Specific Plan of 2002 laid out about 301 acres south of State Route 126 on the southeast side for up to 750 homes, public parks and a nature park along the Santa Clara River. At the north end, the City adopted the North Fillmore Specific Plan in 2006 for up to 700 homes; Measure I, approved by voters in November 2008, cut that to 350 at one to five homes per acre. Builder listings show under new construction in Fillmore.
El Dorado Estates is a mobile home park inside City limits that the City’s 2014 Housing Element counted at 302 spaces. The County’s mobile home rent control ordinance covers only parks on unincorporated land, 25 of them in its February 2026 report. See all Fillmore mobile homes for sale.
Bardsdale is unincorporated: the Census geocoder places that search’s center outside any city, and a 1988 County heritage survey describes its street grid on land sloping from the mountains to the Santa Clara River. Jurisdiction, wildfire zones and flood maps
Rules follow the parcel. The City’s Planning Department administers zoning inside city limits; on unincorporated land the County’s Planning Division does, and its What’s My Zoning tool looks it up by Assessor Parcel Number. ADUs split the same way. As of 2026, the City approves ADUs ministerially in all residential land use categories and updated its ADU code in 2025 and 2026 to track state law, while the County offers free pre-approved ADU plans and, through a Zoning Clearance, allows ADUs up to 1,800 square feet depending on lot size.
Zones change within short distances; check each parcel. The City adopted CAL FIRE’s Fire Hazard Severity Zone map on May 13, 2025. In October 2026 point checks, a central Fillmore point fell outside any zone, while City points near the northern edge, on the east side and beside the river rated High or Very High, and land just north of the City was State Responsibility Area Very High. State law, as of 2026, requires a seller in a High or Very High zone to hand the buyer proof of defensible-space compliance. Per the Department of Insurance, carriers base coverage and premiums on wildfire risk models, not these maps.
Along the Santa Clara River to the south and Sespe Creek to the west, FEMA’s flood layer, sampled in October 2026, shows Zone AE and floodway in both channels. Several City points, some beside Sespe Creek, are mapped Zone X with reduced flood risk due to a levee, a lower-risk label, not a no-risk one. Results differ lot to lot; check the parcel. A government-backed mortgage on a high-risk parcel requires flood insurance, per FEMA. A real estate agent in Fillmore can pull both maps for an address.
Fillmore questions, answered
Which fire department handles the sale inspection for a Fillmore home?
Only a High or Very High zone needs one, and the agency depends on the parcel. Ventura County Fire, as of 2026, tells owners in the City of Fillmore to contact the City’s fire prevention bureau instead of using its form. On County land, Ventura County Fire’s Ordinance 34 has required the inspection since January 1, 2026; it typically takes 7 to 10 days from the request.
What should I ask about water and wastewater outside City limits?
Ask the seller, in writing, about water source and wastewater system. Inside the City, water comes from City wells and the City bills water and sewer accounts. On unincorporated land, private wells need a County Groundwater Section permit, and the County’s Environmental Health Division oversees septic systems there but does not assess them for a sale.
