Camarillo multi-family at a glance

  • Small supply: A duplex for sale in Camarillo is scarce among Camarillo homes for sale: in 2020, two- to four-unit buildings held 1,053 homes, 3.8 percent of the city’s housing. County records place nearly all duplex-to-fourplex parcels in ZIP 93010, most built in the 1950s, on streets like Raemere Street and Calle Vista.
  • Where zoning allows it: Multi-family buildings need an RPD permit in the Residential Planned Development zone (up to 30 units per acre) or a use or planned development permit in the Old Town, Camarillo Commons and Village Commercial Mixed-Use zones.
  • ADUs on multi-unit lots: Camarillo allows ADUs in all residential zones, multi-family lots included, but not for separate sale. As of 2026, state law lets a lot with an existing duplex add detached ADUs up to its unit count, plus at least one in the building’s non-livable space.
  • SB 9 needs single-family zoning: In single-family zones, state law allows two units without a hearing, or a split into two lots of at least 1,200 square feet, with the applicant signing an affidavit to live in one unit three years (as of 2026). Camarillo’s SB 9 ordinance drew HCD objections in 2023; confirm current City rules.

Rent cap and exemptions

The state rent cap (Civil Code 1947.12, in effect until 2030) limits 12-month increases to 5 percent plus the local cost-of-living change, or 10 percent, whichever is lower. It exempts housing with a certificate of occupancy issued within 15 years and a two-unit building where the owner has lived in one unit since the tenancy began, if neither unit is an ADU. Camarillo’s landlord-tenant mediation covers complexes of five or more units.

Camarillo multi-family questions, answered

Does FHA lend on a duplex, triplex or fourplex?

Yes, if you live there. As of 2026, HUD’s Handbook 4000.1 limits FHA single-family loans to owner-occupied one- to four-unit properties, and a borrower must move in within 60 days and intend to stay a year. For three or four units, including a duplex plus an ADU, appraised rents for all units, less the greater of vacancy and maintenance or 25 percent, must cover the payment, with three months’ payments in reserve.

Can I move into a unit that has a tenant?

After a tenant’s first 12 months, state law (Civil Code 1946.2, as of 2026) requires just cause to end a tenancy. An owner move-in counts only if you or a close relative will live there at least 12 continuous months and, for leases since July 1, 2020, the lease allows it or the tenant agrees in writing. The tenant gets one month’s rent, paid as relocation help or waived. Compare Oxnard multi-family listings.
