Ventura multi-family at a glance
- A modest pool: A duplex for sale in Ventura is uncommon: by state estimate, two- to four-unit buildings held 3,364 homes in 2021, 7.7 percent of the city’s total; see all Ventura homes for sale.
- Lot area sets the count: Outside the coastal zone, each unit needs 3,000 square feet of land in Ventura’s R-2 zone, which allows two units (6,000-square-foot minimum lots), and 800 to 2,400 in the R-3 subzones. Coastal parcels have their own zoning code.
- ADUs, not JADUs: Ventura allows ADUs on multi-family lots but JADUs only with single-family homes. As of 2026, state law allows converting garages or other non-livable space into ADUs, up to a quarter of the existing units, and as many as eight detached ADUs, never exceeding the unit count.
- SB 9 is for single-family zones: As of 2026, SB 9 allows two units or a lot split only in single-family zones, never where the work demolishes or alters housing a tenant occupied in the past three years; its units must rent for over 30 days.
Rules a Ventura landlord inherits
As of 2026, AB 1482 caps most yearly increases at 5 percent plus the cost-of-living change, never above 10 percent, through 2029. It exempts buildings certified for occupancy within 15 years and a duplex whose owner has lived in the other unit since the tenant moved in, provided neither is an ADU. The City adds more. A no-fault notice to demolish or substantially remodel needs the permits in hand, copies attached and relocation pay of two months’ rent within 15 days. A February 2026 anti-harassment chapter lets a prevailing tenant recover damages plus a $2,000 to $10,000 civil penalty per violation. On a property with six or fewer units, only one may hold a City short-term rental permit, none if the lot has an ADU or JADU.

What are the loan limits for 2 to 4 units?
As of 2026, conforming loans in Ventura County top out at $1,325,000 on a duplex, $1,601,600 on a triplex and $1,990,450 on a fourplex. FHA lends on up to four units for an owner who occupies within 60 days; on three or four, appraised rents minus a vacancy and upkeep factor of 25 percent or more must cover the payment. See Ventura home loans.
What should I check before closing on a Ventura duplex?
Before a sale, the seller must have a licensed plumber camera-inspect the private sewer lateral and give you the report, unless it was inspected or built within the past 10 years. Then match the City’s recorded permit history, in its Public Records Access Portal, to the units and any garage conversion you are buying.
