93001 at a glance
- City and County in one ZIP: The 93001 homes for sale here can sit in the City of Ventura (downtown, the Westside along Ventura Avenue, Pierpont and the Ventura Keys) or on unincorporated County land up North Ventura Avenue and along the coast at Solimar, Faria and Mussel Shoals. Census puts only about 7 of the ZIP’s 97 square miles of land inside the City.
- Older housing stock: About one in five of the ZIP’s 14,749 homes was built before 1940 (Census, 2020 to 2024), against under 4 percent in 93003 and 93004. In the City, sellers must submit a sewer lateral video inspection before escrow closes and disclose the results.
- Historic districts: Downtown Ventura holds three of the City’s five designated historic districts (Mission, Mitchell Block and Selwyn Shaw), and the Westside holds the Simpson Tract. A home on the City’s landmark register may qualify for a Mills Act contract, which the City says can cut property taxes about 50 percent a year for a pledge of at least 10 years to maintain its historic character.
- Casitas water assessment: Ventura’s westside and midtown, generally west of Mills Road, sit in the Casitas Municipal Water District, and Ventura Water customers there pay a yearly Casitas assessment on the property tax bill.
Homes near the Ventura River
The County’s VR-1 levee runs about 2.65 miles up the Ventura River from the ocean, and once rehabilitated is meant to protect 759 homes and structures behind it. In 2008 FEMA found it did not fully meet federal levee certification requirements, and the Army Corps rated it minimally acceptable, with deficiencies that put it at risk in a 1 percent annual chance flood. The County began environmental review of the repairs in 2020. Near the river, check the FEMA flood map and ask about the levee before you write an offer.
93001 questions, answered
Is every 93001 address in the City of Ventura?
No. North Ventura Avenue beyond the city line is unincorporated and follows the County’s North Ventura Avenue Area Plan, updated in 2020. Oilfield uses make up most of the urban development there, and the County notes brownfield sites that may hold contaminated soils, so ask for environmental reports early.
Can I remodel an older downtown or Westside house?
It can take added review. The City’s historic survey looks at buildings 40 years and older, and a demolition or major remodel of a potential landmark requires further environmental analysis. The 2025 citywide survey, adopted July 14, 2026, flags potential districts but designates nothing by itself; designation needs the owner’s approval and a separate public process.
