Downtown Ventura at a glance
- Inside the Downtown Specific Plan: These downtown Ventura real estate listings come from a map area along Main Street from Ventura Avenue east, most of it within the City’s roughly 514-acre Downtown Specific Plan.
- Housing by right, shaped by form: Per the City’s 2021 housing study, every zone permits multi-family housing by right and, instead of a density cap, controls height, setbacks and building type, from duplexes to courtyard housing.
- Three historic districts: Mission (Santa Clara Street, Ventura Avenue, Poli Street, Palm Street), Selwyn Shaw (Buena Vista, Ann, Hemlock and Poli streets) and the Mitchell Block, Plaza Park plus eight houses numbered 608 to 692 on Thompson Boulevard.
- Fire zones reach the edge: The Safety Element lists homes near Downtown among those in or next to high fire hazard zones; check the City’s July 2025 map by address.
What the Downtown Specific Plan allows
Adopted in 1993 and updated in 2007 with a form-based code, the plan runs roughly from the ocean to the foothills between State Route 33 and Sanjon Road. The 2021 study lists height limits of two stories for primary buildings in some zones and four in the Urban Core, with part of a footprint allowed one story more, and single-family homes permitted only in T4.1. The October 2025 General Plan calls for adding minimum and maximum densities and revisiting parking, so confirm a lot’s standards with City Planning. Compare Ventura multi-family listings.
Historic rules and the Mills Act
City code requires design review approval before exterior changes to a designated landmark or to a property found eligible in a Council-adopted historic survey. The Council adopted a citywide survey on July 14, 2026, so ask Planning whether a home is in it. Unapproved work is a misdemeanor: the owner restores the property or, if impossible, pays the greater of $10,000 or the lost value. A landmark-register home can seek a Mills Act contract, trading at least 10 years of upkeep for tax relief; contracts renew yearly and bind the next owner, so ask whether one exists. Downtown Ventura questions, answered
Are vacation rental permits open in downtown Ventura?
The City’s zone list, updated September 14, 2026, showed Downtown open to new applications under its cap of 100 non-owner-occupied permits. A whole-home permit needs free off-street parking kept clear for the whole stay. Renting rooms in your own home takes an uncapped homestay permit.
What long-range changes are planned downtown?
The 2025 General Plan pursues a long-term vision of capping US-101 beside Downtown and explores a multimodal hub at the Amtrak station. For beach-lane homes, see Pierpont listings or citywide Ventura homes for sale.
