Moorpark mobile homes at a glance
- A single City park: Searching mobile homes for sale in Moorpark? The City’s Housing Element (February 15, 2023) names one mobile home park, Villa del Arroyo Mobile Home Estates, 240 units just south of SR-118, and expects no new one.
- City space rent rules: As of 2026, Municipal Code Chapter 5.52 (1993) lets a park owner raise space rent up to an adjusted Consumer Price Index figure, no sooner than a year after the park’s last increase; larger raises need a vote of the City Council, which serves as the rent review board.
- County rules seldom reach here: County Ordinance 4620 is limited to parks outside city limits, and the County’s July 2022 roster of 25 such parks shows no Moorpark address. Listings follow the MLS city; confirm each parcel’s jurisdiction.
- A home on its own lot: The same Housing Element allows certified manufactured homes on a permanent foundation in zones that allow single-family homes; mobile homes in single- and multiple-family zones need a conditional use permit. Compare all Moorpark homes for sale.
Space rent when a home changes hands
As of 2026, Section 5.52.040 covers a resale or other move-out where the home stays in place: the owner may then raise that space’s rent by no more than the lesser of 5 percent or the Consumer Price Index, at most once in a 12-month period and twice in any five-year period. A space whose home is completely removed leaves the chapter, except its notice rule.
Not covered: leases longer than month-to-month while they run, parks begun after September 1, 1982, parks with fewer than five homes, government-run parks and parks with their own rent stabilization contract with the City. Ask the City which rules cover your space. New tenants get the chapter and a City summary.
Moorpark mobile home questions, answered
Must a seller use the park’s chosen broker?
No. Under Civil Code 798.71, as of 2026, management cannot require itself or a broker it names as the seller’s agent as a condition of resale or buyer approval, and it may show or list a home only with the owner’s written authorization.
Who keeps the title, and which tax applies?
California HCD handles title and registration and helps escrow transfer them. The Board of Equalization says a home bought new on July 1, 1980 or later falls under local property tax; an earlier one owes a yearly license fee until converted, which is permanent. See financing options for mobile homes.
How do I confirm a park’s occupancy rules?
Get the park’s current rules and rental agreement in writing before you offer, and read them before contingencies end. A Moorpark real estate agent can request them from the park office.
