Fillmore mobile homes at a glance
- Two rulebooks: Mobile homes for sale in Fillmore, CA come from the MLS city of Fillmore, not the City boundary. A home can sit in a City park under the Fillmore Municipal Code and state law, or on unincorporated land under County rules; check the parcel.
- One County park: Of 25 rent-controlled unincorporated parks on the County’s 2022 roster, one has a Fillmore address: Alturas Fillmore Mobile Home Park, 33 spaces. Overlay zoning since December 2019 keeps such parks in park use.
- Parks inside the City: Inside a City park, California HCD, not the City, regulates lot layout and the permit for each home. One has its own search: El Dorado Estates.
- Manufactured homes on a lot: On a City lot outside a park, a manufactured home can serve as a single-family dwelling with a City development permit if it carries 1974 federal certification, rests on a permanent foundation and is at least 15 feet wide. Compare all Fillmore homes for sale.
Buying into the County park
The Alturas park answers to County Ordinance 4620, effective since late October 2023. As of 2026, annual raises follow the Social Security cost-of-living adjustment within a 2 to 8 percent band, and 2.8 percent is the 2026 ceiling. When a home changes hands and stays, rent may rise at most once in four years, by at most 15 percent of what affected spaces average, or the ordinance’s fixed cap if lower.
Sellers can lock in a written quote of the post-sale rent: the park must answer within 15 days, and the figure holds six months. Pre-ordinance leases running past a year stay exempt until they end. Review manufactured home loan options early.
Fillmore mobile home questions, answered
Does Fillmore regulate park rents locally?
As of 2026, no. Searches of the City’s online code, current through an ordinance adopted May 26, 2026, turn up no space rent chapter, so City parks rely on state law, including 90 days’ written notice of any increase under Civil Code 798.30.
Can the park turn down a buyer?
If the home stays put, management may screen the buyer. Civil Code 798.74, amended effective January 1, 2026, requires written standards within 15 days of being told of the sale and a written answer no more than 15 business days after the file is complete; silence means approval.
How are these homes titled and taxed?
HCD issues title and registration documents and assists escrow. For tax, the Board of Equalization goes by date: homes originally bought new beginning July 1, 1980 pay local property tax, and older ones remain on the annual license fee until the owner converts, a one-way switch.
