Fillmore condos at a glance

  • Four projects on HUD’s list: Before touring condos for sale in Fillmore, CA, search HUD’s FHA condominium list by name. A city search on October 15, 2026 returned four Fillmore projects. Two were approved: Riviera Park Estates, all 31 units, through May 31, 2027, and Citrus Grove, approved phase by phase through February 16, 2027.
  • Off the list is not the end: Single-Unit Approval lets HUD approve units individually in a finished complex of five or more units, provided the unit itself is no manufactured home and the project passes a shorter set of HUD tests. Compare FHA loan basics in Ventura County.
  • Status in the budget packet: Civil Code 5300, as of 2026, has every condominium association’s annual budget report state, on a separate page, whether the project is FHA-approved.
  • Converted buildings left a paper trail: Since 2004, City code has required a development permit to turn a Fillmore building into condos, filed with an engineer’s or architect’s report on the roof, foundations, plumbing, electrical and structure, plus pest and acoustical reports. Ask the Planning Department whether one is on file.

Balcony inspections and the resale packet

Civil Code 5551, as of 2026 and last amended by SB 410 effective January 1, 2026, has a condominium board order a visual inspection by an engineer or architect at least once every nine years. The sample is drawn at random from association-maintained decks, balconies, stairs and walkways that rest largely on wood and stand over six feet off the ground. Only buildings holding three or more attached homes are covered.

Civil Code 4525, amended by the same bill, adds the latest inspection report to what a seller must hand you, next to the CC&Rs and bylaws, the yearly budget report and the current dues statement. Read it against the reserve figures in the budget report before you remove contingencies.

Fillmore condo questions, answered

Can an FHA approval lapse before I close?

Yes. Each HUD listing carries an expiration date, and both Fillmore approvals on the October 2026 list run out in 2027. Have the lender recheck the project’s status by name close to signing, since a lapsed approval changes the loan options.

What if HUD shows a different status for the complex I like?

Two other Fillmore projects on the list show statuses other than approved, so an FHA loan there would need another route, such as Single-Unit Approval where the project qualifies. Ask the HOA whether it plans to reapply, and compare Fillmore townhomes, all homes for sale in Fillmore, or talk it through with a Fillmore real estate agent.
