El Dorado Estates at a glance
- The outline checked: This search’s outline matches the El Dorado mobile home park in Fillmore, CA, as OpenStreetMap maps it. The Census geocoder puts the park inside City limits, and it is absent from the County’s list of rent-controlled parks, so City code applies.
- Size on record: The City’s 2014-2021 Housing Element counted 302 spaces here. Treat that as a dated figure and ask management for a current site plan.
- Home and space are separate: City code describes a traditional park as one where owners hold their homes but rent the ground under them. Turning a rental park into resident-owned lots requires a City development permit.
- Zoned for park use: Fillmore allows mobile home parks in only one zone, RPD-M, subject to a development permit. The City Planning Department can confirm the park’s zoning and permit history.
Rent rules to check before an offer
Because the park sits on City land, County Ordinance 4620 does not reach it, and as of 2026 Fillmore’s municipal code, current to a May 26, 2026 ordinance, has no chapter limiting space rent. The state cap in Civil Code 798.30.5 is narrower than it sounds: it covers only a park governed by two or more cities, which leaves out a park inside Fillmore alone.
What does apply is the Mobilehome Residency Law. Section 798.30 requires management to give 90 days’ written notice before any rent increase. Ask for the rental agreement, the park rules, any lease term on offer and the space rent quoted for the new owner, all in writing, before contingencies are removed.
El Dorado Estates questions, answered
Does Fillmore’s swimming pool special tax apply to a park home here?
Not when the homeowner does not own the land. As of 2026, Fillmore Municipal Code 3.33.020(d) exempts mobile homes in mobile home parks where the home’s owner does not own the land from the Community Swimming Pool Maintenance Special Tax, treating them as personal property. The tax still appears on the County’s 2025-2026 direct assessment list, so confirm the bill in escrow.
What has to happen for the sale to close?
Park approval, if management requires it: Civil Code 798.74 gives the park 15 days to send its criteria and 15 business days after a full application to answer, or approval is deemed given. HCD then records the title transfer. Both dates are worth tracking with a Fillmore real estate agent.
