Springville at a glance

  • A planned area by the 101: Springville in Camarillo, CA is the City’s Springville Specific Plan: about 173 acres of former farmland north of US-101 and south of West Ponderosa Drive. The City Council approved it on January 9, 2008, and a 2020 amendment set its limit at 1,365 homes.
  • Newer homes of several kinds: County Assessor records date the eastern tracts from 2016 to 2020: detached houses plus 229 condominium units in two tracts, all two-story. West of Springville Drive, Lennar’s Cortona is adding 158 new two-story homes with 3 or 4 bedrooms and 2-car garages, listed at 2,038 to 2,484 square feet (October 2026).
  • A special tax on most bills: Springville home parcels are on the roll of West Camarillo Community Facilities District No. 1, a Mello-Roos district the City formed in 1990. For 2025/26 most owe $67.12 to $148.18 for the year and some owe $0, so read the parcel’s own tax bill.
  • One park built, one planned: Mel Vincent Park on Calistoga Road, a 5-acre park established in 2017, has playgrounds, basketball and sand volleyball courts and fitness equipment. Cortona’s approval requires a second 5-acre park at Springville Drive and the 101.

Farms on one side, the freeway on the other

Cortona’s west edge faces farmland, and the City required its CC&Rs to carry a right-to-farm covenant warning of dust, wind machines, bird bombs, pesticides and farm trucks on its streets. A 14-foot landscaped berm along the 101 was required for freeway noise, and the HOA must keep garages usable for parking. Some homes carry City resale limits: Aire Springville, with 99 owner units from 2017, includes three affordable homes that must be owner-occupied, under covenants running to 2047.
