Newbury Park at a glance

  • One MLS name, two governments: Homes for sale in Newbury Park share one MLS city name, but not one rulebook. The Census Bureau’s 2020 relationship file puts about three quarters of ZIP 91320’s land inside the City of Thousand Oaks; the remainder is unincorporated Ventura County land.
  • County islands inside: Casa Conejo and Ventu Park appear on General Plan 2045’s list of four County island clusters, unincorporated pockets the City surrounds on every side. Casa Conejo has its own Municipal Advisory Council, which advises the district’s County supervisor.
  • Detached houses lead: Census survey estimates for 2019 to 2023 count about 15,500 housing units in 91320: roughly 75 percent detached houses, about 8 percent attached single-family homes and close to 700 mobile homes.
  • National parkland at the south end: Lynn Road runs about 5.25 miles south from Highway 101 to Via Goleta, the cross street for the main entrance to Rancho Sierra Vista/Satwiwa in the Santa Monica Mountains National Recreation Area. The May 2013 Springs Fire burned portions of it, the Park Service notes, along with much of Point Mugu State Park.
  • A mapped flood area: In General Plan 2045, the City identifies the Newbury Park land below Highway 101, in the stretch bounded by Borchard Road and Old Conejo Road, as its chief flood-prone area. Look up each parcel on FEMA’s flood map.

Newbury Park areas on both sides of the line

On the City side, Dos Vientos Ranch homes fall under one of the specific plans that General Plan 2045 says were drawn up for land to be annexed into Thousand Oaks, and the Census geocoder places the area inside the City. The Rancho Conejo homes off Lawrence Drive are City land too, even though their MLS listings read Newbury Park. The City’s Housing Element names Newbury Park as one of its neighborhoods where older homes cluster most.

On the County side, Casa Conejo is a Census Designated Place that sits entirely within 91320, while Ventu Park is a separate County island. The County’s Thousand Oaks Area Plan sets land use for both. For Ventu Park, it calls on County Public Works and the local homeowners association to propose rural road improvements that keep the neighborhood’s rural ambience. Farther south, the Rancho Sierra Vista-Satwiwa sub-area and part of White Stallion Ranch lie beyond the line LAFCo has drawn as the City’s probable ultimate boundary. Searches by home type

For one-level floor plans, browse single-story homes. Separate searches cover gated communities, homes with a pool and 55+ homes. Attached homes are under Newbury Park condos, manufactured homes under mobile homes, higher price points under luxury homes, and upcoming tours under open houses.

General Plan 2045 calls for a specific plan or master plan on the vacant site southwest of Borchard Road and Highway 101: a mixed-use district with a range of housing types, retail and an on-site park, with buildings capped at three stories (35 feet) within 100 feet of existing single-family neighborhoods.

Checks that change with the parcel

Inside City limits, Thousand Oaks zoning applies, and cutting, removing or relocating an oak on private property takes a City oak tree permit; the Thousand Oaks guide explains City ADU rules. On County land within the City’s sphere, the Area Plan requires owners whose property touches the City to apply for annexation before the County takes up a subdivision. Water rules split too: the City’s conservation ordinance reaches every incorporated address regardless of provider, while unincorporated addresses follow their own provider’s restrictions.

Fire rules hold on both sides. Ventura County Fire covers the City and all unincorporated County land. Under its Ordinance 34, in effect as of 2026, a sale in the High and Very High hazard zones comes with seller documentation that the defensible space complies. The City’s General Plan 2045 also maps liquefaction zones that follow Highway 101 into Newbury Park, so read the geologic hazard disclosures closely. A Newbury Park real estate agent will pull a parcel’s jurisdiction and hazard reports before you write an offer.

Newbury Park questions, answered

Is Newbury Park its own city?

No. The City of Thousand Oaks lists Newbury Park among its own neighborhoods, and the MLS uses the name as a city field. Some pockets, including Casa Conejo and Ventu Park, are unincorporated, so look up the parcel before relying on any City rule.

Who sets the land use rules for a home in Casa Conejo?

The County of Ventura, not the City. Casa Conejo is unincorporated, so the County’s Thousand Oaks Area Plan governs land use there, even with a Newbury Park address. The plan also has the County look carefully at growth or changes at existing industrial sites in Casa Conejo for compatibility with nearby homes.
