Most buyers carry a pre-approval letter and assume all letters are equal. Listing agents know they are not, which is why this is worth understanding properly.
At the weak end is a pre-qualification, produced from information you stated and a credit pull. It is a starting point and it commits nobody. At the strong end is a fully underwritten approval, where a human underwriter has already reviewed your actual income documents, your actual assets and your actual credit, and issued an approval subject only to finding a property.
The difference in a thin market is enormous. The second letter says the financing is effectively already done. The first says somebody looked at your credit score. When two offers arrive and one of them removes most of the seller’s uncertainty, price stops being the only conversation.
It also makes you faster. If the underwriting is finished before you find the house, what remains is the property side, and that is a much shorter path than starting from the beginning under a deadline.

What a seller is actually buying.
A seller is not choosing a number. They are choosing the outcome they think is most likely to happen, and price is only one input into that judgement.
Escrow length is often worth more than money. Some sellers need speed because they have already bought. Others need time because they have not. Matching what they actually want costs you nothing and can beat a higher offer that ignores it. The only way to know which they want is to ask, which is why I call the listing agent before writing rather than after.
Inspection timelines send a signal too. A shorter inspection period tells a seller you are not planning to come back and renegotiate. It is a real commitment and it should only be offered when the rest of your position supports it.
And an appraisal gap commitment, where you agree to cover a shortfall between the contract price and the appraised value, is genuinely powerful and genuinely risky. It is cash out of your pocket if it happens. It should never be offered casually, and never without understanding exactly what you are agreeing to.
